Required Documents

  • Apopka application and portal certifications

Complete current OpenGov application. Older residential paper page is manual-only with owner/contractor signatures; city-only fields stay blank. Confirm current paper form acceptance. No PDF autofill fields.

  • Fence layout on marked survey (to scale)

Clearly mark proposed fence, run lengths, height/material, gates, removals/remaining fence, easements, streets/alleys and offsets. Same marked survey can satisfy survey row.

  • Property survey — signature and seal visible

Required for Apopka residential submissions, not only within 1ft of boundary. Preserve actual survey; generated GIS plan is supplemental. Reviewer evidence F-26-431 and F-26-156.

  • HOA approval (private covenant requirement)(if applicable)

Obtain where property covenants require. City does not enforce HOA restrictions; no universal city upload requirement confirmed.

  • ASAP certificate of insurance — City of Apopka holder

Contractor-registration prerequisite. Broker sent directly Sep8 2026; city requested portal attachment upload Sep9; accepted upload unverified. WC expires 2026-11-11. Recheck before use.

  • Current contractor license — CBC1266715

Registration prerequisite. David Thomas Wolf / ASAP Fence and Gates LLC; expires 2028-08-31. City confirmed updated license record Sep2 2026. Verify exact registration company/qualifier wording.

  • Product specifications (when triggered)(if applicable)

Scope-specific support; confirm current review checklist. Not established as a universal upload for every fence.

  • Wind calculations (structural review when applicable)(if applicable)

Confirm actual fence/structure and current building review. Portal states 140mph for structural permits; site-specific engineering parameters require verification. Do not apply generic HVHZ rule to Apopka.

  • Engineer-sealed drawings (when applicable)(if applicable)

Determine from structure/height/commercial or retaining-wall scope and current reviewer requirements. No blanket commercial engineering requirement verified.

  • Existing fence photos (scope support)(if applicable)

Useful for removal/replacement scope or reviewer request; not a universal city attachment established.

  • 811 confirmation — before excavation(if applicable)

Installation prerequisite. No universal city application upload requirement identified; do not delay submission solely for an 811 ticket.

  • Notice of Commencement — conditional, before inspection(if applicable)

Direct contract GREATER THAN $5000: provide prescribed recorded copy/evidence before first inspection. Not prerequisite for application/processing/issuance (FS713.135). Match actual owner, contractor, property. Owner/notary/recording required when applicable.

  • Tree removal approval (when triggered)(if applicable)

Determine applicable site/tree requirements before clearing. Not universal to ordinary fence submission.

  • Project work value / estimate (if requested)(if applicable)

Declare actual work value in OpenGov. Separate estimate or contract not verified as universal attachment; current portal checklist controls.

  • Apopka residential owner fence affidavit — notarized

City-supplied 12/1/2021 form, sent Apr13 2023. Owner signature and notary; no recording block. Collect for ASAP residential preflight; confirm current OpenGov acceptance/requirement. Not Bradenton form.

  • Written utility-easement authorization (when triggered)(if applicable)

Actual written permission from easement holder or city as applicable. Owner affidavit is not permission; no universal recorded city easement form found.

  • Fence/gate detail (when triggered)(if applicable)

Provide scope-specific construction, pool-barrier or gate details as needed by current reviewer.

  • Parcel/jurisdiction verification (staff reference)(if applicable)

Verify actual municipal boundary and parcel owner. Do not apply Lake County property-card submission rule to Apopka.

  • Apopka limited power of attorney — delegated agent(if applicable)

When qualifier delegates filing to staff/agent. Job-specific license holder signature and notary. Does not replace owner consent.

  • BTR / contractor registration verification

Current BTR not located. Verify applicable registration checklist and any county competency requirement. Old city form allows its Apopka BTR field N/A for company outside city; does not prove registration waiver.

  • Pool barrier documentation (if applicable)(if applicable)

Identify pool-barrier use in application; include applicable FBC barrier/gate details and review.

  • Written security exemption / special approval (if applicable)(if applicable)

Actual project-specific approval when relying on height/material exception. F-25-487 approved after Planning Manager security exemption; not universal alley precedent.

  • Apopka permit preparation guide — STAFF REFERENCE(if applicable)

Staff submission checklist and Apopka pre-approval estimate expense requirement. Staff reference only; do not upload automatically as a required city document.

  • F-26-431 worked example — STAFF REFERENCE(if applicable)

Principal Apopka example: issued card and marked survey reviewed, owner authority, approval sequence, historical receipt and inspection evidence. Exact city-uploaded/stamped plan unverified. Customer originals remain in JobNimbus/local reference packet; do not copy signatures or dimensions to another job.

  • Legal owner / authorized signer evidence (when triggered)(if applicable)

When titleholder is an entity or signer differs from owner, verify supporting authority and use consistent legal-owner/representative-capacity wording. F-26-431 card names Boyd DF LLC; staff obtained entity/authority records before signatures. Do not treat customer contact name as legal owner.

  • Apopka estimate permit expense review — STAFF ONLY before approval(if applicable)

ASAP ESTIMATE REQUIREMENT 2026-10-06: Before customer approval, disclose the Apopka permit fee structure and all applicable permit-related expenses, including separately invoiced expenses; show the combined customer project expense. Use a provisional $236.84 ordinary residential allowance per permit (F-26-431: city $229 + card $7.84). Verify actual City of Apopka parcel jurisdiction. Resolve NOC recording, notary, survey/update, engineering, additional permits, payment and preparation/handling costs as applicable; unknown is not zero. Use current city invoice when available, avoid double counting and obtain customer approval for revised expense treatment. This is a staff release requirement; automatic calculation/inclusion and approval blocking are not yet verified or deployed. Not a city-required submission attachment. Complete and retain with the estimate.

Fee Details

base_residential is the entire provisional $236.84 expense allowance, not the city permit-fee component ($125). Plan review, administrative, state and processing amounts are already bundled; do not add them twice. F-26-431 paid receipt verifies the example, not a universal current tariff or processing formula. Confirm the city invoice/current fence fee schedule. Commercial and exceptional scopes need a job-specific review.
